I have heard conflicting stories of whether dreaming usually happens when you are in REM sleep. Anybody else heard of that??

They say that vividly recalled dreams are mostly from REM sleep. I also know that most of my worst sleeping issues manifest during rem sleep. Especially my RDI. I think this may be common. I have some nasal obstruction and due to my sleep apnea, I think I'm now a little hypersensitive to this stuff...although, I'm making great progress treating my sleep apnea and RDI through working on my sinus issues.
as far as i know there's no controversy -- dreaming usually happens in REM sleep, period.
That's correct. Though there are times where people recall "dreaming" during Stage 3 sleep. When asked to describe the dream they can only recall a photograph image.

Actual dreaming with movements and dialogue are only in REM.

I personally think you can have vivid dreams in non REM sleep. I have always been able to remember great detail of my dreams, and when I had my sleep study done, they discovered I was in REM 0 %. But, I still dream regularly...?

Yes, I though the latest thinking is that we dream in all stages.

Glad to see that reference to dreaming during "quiet waking". I have been convinced a few times that a dream continued briefly into my waking stage.
