99, are you compliant on CPAP and is your AHI <5 when on CPAP?
Isn't the goal of PAP therapy to help you get better so that you can do more? I can see someone having a disabilty and needing the help. Planning to go on disability, to me anyway, seems a little like planning a murder. It just seems wrong to me. Why not just take an early retirement?

i do not have enough National Insurance stamps untill next year that is why i have to wait

Read 99's comment about "national insurance stamps"! Very scary thing! That's what we're heading towards in this county.
99, sounds like you have a limit on the amount of health care you can receive each year. Is that correct?
I'm so so sorry for you! You need your CPAP and I wish I could get it for you! If you can't get the medical help then I support your for your quest in seeking disability.

Why is your compliant rate at only 50% 99? What is causing your problems? With a pressure as high as yours you should qualify for bipap therapy I would think. Your blood oxygen level being at 77% I would think be an incentive to work on your compliance? It sounds though that you other medical conditions besides sleep apnea that would be a factor in your qualifying for disability.
Some feel that sleep apnea alone should be a qualifier for disability. I don't think that is your case if you have other conditions that would warrant disability.
