You are viewing a 30 second epoch which contains a low amplitude, mixed frequency waves. When looking at the C3-A2 derivation, you observe some serrated waves at a frequency of about 4Hz. The chin EMG is low (lowest of the night) and there are no eye movements noted. The epoch prior to the one you are looking at has been scored correctly as stage R. This epoch should be scored as what?

Can you tell me what an epoch is? Just for my information. I see to it referred to a lot in the material you sent.

I do understand the difference, but as far as scoring REM is REM.

I would not necessarily define a particular REM epoch as being tonic or phasic based solely on the presence or absence of eye movements. I would look for an overall picture of enhanced sympathetic activity before I called it phasic, and parasympathetic activity for tonic.
