Hearing/Reading the word apnea in the Congress is a rarity, so this is at least a minimal step in speaking the words. Now all of us should write our congress persons to support the resolution and urge them to consider additional funding to support a campaign through the Center for Sleep Disorders Research and/or the Centers for Disease Control.
I do wonder what triggered this resolution, too.

The truth and what's right our always the hardest things to get out because there is usually no profit in either one. We have to keep fighting the good fight. Sites like this one and a few others will only make it better as they grow in strength. Personally I have been able to help more people with apnea and other sleep problems through this site then I would have ever thought possible Word is getting out. I beg you to write your state reps. I beg sleepguide to write state reps as 1500 voices and support this bill. We can talk about it in forum all we want, but if we don't make our opinions known then they die along with quite a few undiagnosed apneac victims. Dr.s and techs are paying attention to what YOU patients have to say. Everyone else will too if you say it LOUD enough.
No-one in congress will vote against this bill. It'll pass by a unanimous (all say yea) voice vote.
Trouble is that this resolution says and does nothing beyond giving verbal support to the encouraging of studying and becoming aware about sleep apnea.
